Classification and Labelling Proposals for Copper Scale

On behalf of the SIEF Facilitator for “Copper Scale” the European Copper Institute is authorised to communicate this information to all participants in the SIEF for the EINECS number below.

Scale, copper is defined as:

Residue produced at high temperature by melting or treating at a high temperature metallic copper (metal, alloy, scrap).  The material consists mainly of copper metal and oxides from copper (I) or zinc.  It may contain silicates.

The Joint Registration dossier was successfully submitted to ECHA on 8th November 2010. Members of the ECI-managed Consortium, along with any purchasers of the appropriate Letter of Access, were provided with the necessary documents, plus the required REACH IT security token.

ECI’s REACH Classification, Labelling and Packaging proposals for Scale, copper have been assessed in the REACH dossier in accordance with Regulation (EC) 1907/2006 and the CLP Regulation (EC) 1272/2008.  The rationales for these proposals are contained in the Joint Submission dossier submitted to ECHA by the Lead Registrant.

  1. Scale, copper – Grade 1 (copper scale-type materials) (Typical iron content is below ca 0.3%, copper in oxide forms is typically above 50%)
Hazard class and category code(s) Hazard statement
Acute Tox. 4 (oral) H302: Harmful if swallowed
Acute Tox. 4 (inhalation) H332: Harmful if inhaled
Eye Irrit. 2 H319: Causes serious eye irritation
Aquatic Chronic 2 H411: Toxic to aquatic life with long lasting effects
  2. Scale, copper – Grade 2 (copper dross-type materials) (Typical iron content is above 1.5% and copper in oxide forms is below 15%.  Drosses are with low Ni and low Pb (Ni < 1%, Pb < 2%)
Hazard class & category code(s) Hazard statement
Eye Irrit. 2 H319: Causes serious eye irritation
Repr. 1A H360: May damage fertility or the unborn child
Carc. 1A H350: May cause cancer
STOT Rep. Exp. 2 H373: May cause damage to organs through prolonged or repeated exposure
Aquatic Chronic 2 H411: Toxic to aquatic life with long lasting effects
  3.  Scale, copper – Grade 3 (copper dross-type materials (Nickel-rich) (Typical iron content is above 1.5% and copper in oxide forms is below 15%.  Drosses are with high Ni, but low Pb (1% ≤ Ni < 10%, Pb < 2%)
Hazard class & category code(s) Hazard statement
Eye Irrit. 2 H319: Causes serious eye irritation
Skin Sens. 1 H317: May cause an allergic skin reaction
  4. Scale, copper – Grade 4 (copper dross-type materials (Lead-rich) (Typical iron content is above 1.5% and Copper in oxide forms is below 15%.  Drosses are with low Ni, but high Pb (Ni < 1%, 2% < Pb < 10%)
Hazard class & category code(s) Hazard statement
Acute Tox. 4 (inhalation) H332: Harmful if inhaled
Eye Irrit. 2 H319: Causes serious eye irritation
